Photovoltaics are better supported in Portugal than most other European countries. A recent microgeneration scheme was launched in the first half of 2008.

The microgenerator, can choose between one of two purchase rates (bonificada - subsidised ou geral / general). The general rate will means that it will take 30 years to payback your investment (these figures come from market studies carried out in Portugal by a governmental department). Therefore the subsidised rate makes most sense, although as you would expect there is some smallprint!

With the subsidised rate there is a maximum power for connection purposes of 3,68 kW peak and you have to choose from one of the renewable energy sources in article 11 - 5 (photovoltaics, wind hydro electric...). You are allowed for migrogeneration purposes to install 50% generation capability of the amount you contract to buy. e.g. if you contract to buy 5kW you will be allowed for the purposes of microgeneration an installation to the maximum of 2,5kW peak. Please note that whilst these limits remains in force, they are not at the moment strictly applied. So although it is still in force to complement the legal framework, almost no-one is using it because it is not sufficiently attractive.

The idea is that after filling the on-line application the producer will have a six month period to conclude the installation, this will be inspected to ensure that you have not exceeded the limits of your microgenerator contract - random inspections are also likely. The registration procedure to be considered a producer is online, Sistema de Registo de Microprodução (Microgeneration Registration System). Both equipment suppliers and installers are registered on the website, which allows for transparency. Installers will have to be certified by INCI (www.inci.pt). The registration procedure is outsourced to CERTIEL.
